      Section 601 provides the feds ability to impose “diesel therapy” upon inmates who raise issues of legality and morality in their treatment by the system. If you want to talk about ” human trafficking “; criminals in both state and federal incarceration systems experience being moved across borders to serve time.

      Fact both parties embraced ” Was in prison for a crime”.
      What more needs to be said about ” the state of the union”?

      Re-offense rate averages from The US Department of Justice:
      Auto theft  78.8%,
      Possession/sale of stolen property  77.4%,
      Burglary  74%,
      Robbery  70.2%,
      Larcenist  74.6%,
      Sex offenders  3.5%.
      Sex offenders with treatment  1%.
      1/3 to 1/2 of all child molestation is committed by children themselves. The United States Department of Justice finds the age with the greatest number of offenders is 14.6 years old. 80% of youths report having had sex by the age of 16.
