Fact 5 is the most significant, and should be on the tip of all our tongues, although the DOJ puts the figure at 5.3% in its 2015 report from the “SMART” office. I once corrected my probation officer who spoke of a 43% recidivism rate. However, that figure is obtained by counting non-sexual convictions as well as technical probation violations. Incidentally, studies show that non-sexual recidivism is actually made worse because of registration. RSO’s have great difficulties with housing and employment.
