This is why it is confusing some people are obtaining lawyers. If Pa interprets Act 10 as civil, there is not a darn thing we can do until a judge says it is not civil. Yeah, they will remove you, just to put you back on. Until Act 10 is ruled as Criminal just like Muniz, they can and WILL apply Act 10 retroactively.
