Alec, please see 22 U.S. Code § 212b – Unique passport identifiers for covered sex offenders (https://www.law.cornell.edu/uscode/text/22/212b) and Section 21503(f) of title 34.

Under 22 U.S. Code § 212b, the definition of “covered sex offender” is:
(c)D In this section—
(1)the term “covered sex offender” means an individual who—
(A)is a sex offender, as defined in section 21503(f) of title 34; and
(B)is currently required to register under the sex offender registration program of any jurisdiction;

Notice the “and” between lines (A) and (B). However, Angel Watch has not given a specific answer to if they will still send notices out for “covered sex offenders”. They say by law, they “may”.

(f) Definition In this section, the term “sex offender” means—
(1) a covered sex offender; or
(2) an individual required to register under the sex offender registration program of any jurisdiction or included in the National Sex Offender Registry, on the basis of an offense against a minor.
