You’ve got the right strategy and that is what is beginning to happen, slowly. What hinders us the most is money. The right to lifers had considerably more funding to work with than the disparate organizations who are engaged in this struggle. Where the right to life lobby had millions of dollars, we count our money in the tens of thousands. That makes the struggle a bit more problematic in practical terms. So, we focus on cases in states with registries and restrictions most likely to get struck down. Lawyers, by and large, do not work for free whether on behalf of right to lifers or on behalf of registered citizens.
