It his inherent when state or federal legislatures implement a bill that is applied retrospective is in fact a punitive measure to any class of citizen convicted of a prior crime in any category period. The Sex Offender laws already on the books are a chaotic fiasco in which do not protect children at all. LAWS ARE CONSTRUCTED UNDER THE LITMUS TEST OF PURPOSE AND EFFECT WITH WHAT INTENTION STATUTORY CONSTRUCTION IS TO HAVE OF THOSE IT IS APPLIED TO AND THE RESULT OF THE IMPLEMENTATION OF A DESIRED EFFECT! WHERE IS ANY CREDITABLE EVIDENCE THAT ANY OF THESE LAWS IN PLACE PROTECT CHILDREN? THESE LAWS ARE CRIMINAL INTENT BY THE LEGISLATURES PERIOD FOR THEIR BRAZEN ACTS OF MAKING A MOCKERY OF THE U.S. CONSTITUTION. THE REGISTRIES SHOULD BE ABOLISHED AND RESIDENTIAL RESTRICTIONS ELIMINATED.
