Mark

Mark  is a 1984 graduate of Yale College and a 1988 graduate of the Law School at the University of Chicago.  Since 2014, his main professional focus has been litigating the constitutionality of laws and polices directed at people convicted of sexual offenses. During that time, he has successfully litigated constitutional challenges to residency restrictions applied to persons with sexual offense convictions in Illinois, Wisconsin, and Minnesota. He has also successfully challenged the constitutionality of various parole restrictions imposed on individuals convicted of sexual offenses, including the Illinois Department of Corrections no-contact policy with one’s own minor chldren.  He has also brought three class actions lawsuits that in combination have undone the Illinois Department of Corrections policy of holding individuals convicted of sexual offenses in prison past their outdates due to their inability to find compliant housing.
